Jay Riskind

Jay Riskind is a Managing Partner and Co-Chair of Fractal Holdings. Together with Carlos, Jay is responsible for the strategic direction and business development of the company.

Jay was appointed by Governor Abbott and serves on the board of the Texas Public Finance Authority, which oversees public debt issuances on behalf of the State of Texas. He was also appointed onto the board of the Texas Natural Gas Securitization Finance Corporation, which issued the largest bond transaction in Texas state history.

He is the Founder and President of The Riskind Group, a cross border structured financing firm focused on special situation investments between the U.S. and China, where he lived for 8 years. Jay also launched and has served as the Executive Chair of the U.S.-China Investment Week featuring President Bush (2012) and China-U.S. Private Investment Summit featuring President Bush (2013) and President Clinton (2015).

In Washington, Jay served as the Special Assistant and Speechwriter to the U.S. Under Secretary of Commerce for Technology, where he coordinated the largest U.S. inter-agency nanotechnology delegation to China hosted by the Chinese Ministry of Science and Technology. He also previously served in the White House Domestic Policy Council and the Immediate Office of the Secretary at the US Department of Interior.

Jay is a graduate and has been a featured Guest Speaker for the Harvard Beijing Academy. He holds degrees in International Affairs, Economics, and Chinese (Mandarin) from The George Washington University, and currently serves on the Board of Advisors for the Elliott School of International Affairs.
